Project Manager (Level 3)

Our Government of Canada client has a won contract opportunity for a Senior Project Manager with past experience leading a Government of Canada Secret Infrastructure (GCSI) project at one of the 43 federal government departments.

  1. Provide leadership and planning to support the development and implementation GCSI, as well as contribute to Standard Operating Procedures the for the GCSI system once operationalized;
  2. Manage the GCSI project and all planning and deliverables from Gate 2 through to Gate 4 including plans for the GCSI system once operationalized, this would include Standard Operating Procedures for the GCSI System;
  3. Follow established and documented Project Management Lifecycle ;
  4. Manage the project during the design, planning, implementation and Closeout by identifying which resources are required to complete the project, ensuring the project is completed upon previously agreed time, cost and performance parameters;
  5. Develop business case, create concept of operations (CONOPS) and project planning documentation in support of the GCSI end state vision;
  6. Define and document the objectives for the project;
  7. Prepare a stakeholder list, including a Responsible, Accountable, Consult, Inform (RACI) diagram for key stakeholders;
  8. Determine budgetary requirements, the composition, roles and responsibilities, and terms of reference for the project team;
  9. Report weekly progress of the project on an ongoing basis to the Technical Authority, identifying key milestone activities and any obstacles and/or challenges facing the successful deployment over the course of the project life cycle;
  10. Prepare plans, charts, tables and diagrams to assist in analyzing or displaying problems;
  11. Develop and complete project schedule  for GCSI implementation;
  12. Use the PMI project management methodology for managing the project and producing all deliverables;
  13. Develop GCSI Project Plan and Project Schedule in MS Project;
  14. Review the building Threat Risk Assessment (TRA) and Emission Security (EMSEC) plans so as to align project deliverables with security requirements; and
  15. Baseline GCSI project budget and submit change requests when required by the Technical Authority to address changes to the baseline budget.

Role Requirements:

  • Prior experience leading a Government of Canada Secret Infrastructure (GCSI) project at one of the 43 federal government departments;
  • University Degree or College/CEGEP Diploma related to computer science, information technology, project management, or engineering from a recognized post-secondary institution;
  • Ten (10) years of experience in the last fifteen (15) years performing the following tasks:
    • Determine resource requirements (HR and financial), project management office composition, roles, responsibilities and terms of reference for the team;
    • Design, implement and monitor operations of the project office against established goals, objectives and milestones as defined in the project charter and implementation plan;
    • Coach, mentor and direct project staff in project management processes (as defined by the Project Management Institute), good practices, methodologies, tools, and requirements as defined within the departmental IMP;
    • Develop results based management framework with identified Key Performance Indicators (KPIs) to measure the effectiveness of the project office and its supporting processes;
    • Create the data collection methodology, calculate and report on the KPIs identified in the results based management framework;
    • Develop and document project office control and reporting procedures to manage changes in the PMO implementation plan;
    • Develop and document the risk and issue management processes to be used by the project;
    • Identify, treat, and manage risks and issues; and
    • Establish quality control processes by which the project will be managed and must adhere to.
  • PMP or Prince2 would be an asset.
